a mag. over 7 just means that when you are out on the water, it is rather hard to keep the image stable. On a very calm day, one could use a higher mag, particularly if you press the binoculars into the bridge of your nose (to create a tripod effect). The benefit of a higher magnification is that distant objects would appear larger. providing, of course, you are able to keep the binoculars stable. This is why 7x mag is recommended for boating. Focus has nothing to do with it.
