The best compact on the market is the Canon G10, if you think it's too expensive get the G9 or G7.
in general compacts aren't as good as DSLR's in low light.

ND are neutral gradient filters that reduce the amount of light that reaches the camera and sensor, they are often used to produce long exposure because they decrease the shutter speeds
pictures with high ISO have more noise/grain = bad, but if you use a lower ISO without a tripod you may get blurry pictures
same money for a DSLR and buy the 50mm lens that it's great for low light
