is it possible to see satellites with telescope / scope binoculars. if so then of what specification should the instrument be

You can see artificial satellites through a telescope (a low powered telescope or scope binoculars are best; because satellites track across the sky very rapidly, and are very difficult to follow with a higher magnification). In fact; they don't look very spectacular - even with high magnification, you won't pick up any detail.
The best instrument for finding artificial satellites is your own eyes.

One interesting example are a group of satellites called the Iridium satellites (a now defunct telecommunications operation). At particular times; even in the day. these satellites 'flash' when they reflect light from the sun.
